He currently serves as Associate Provost for Undergraduate Education and Dean of University College at Lincoln University of Missouri, where he leads undergraduate education, student success initiatives, and faculty development to advance retention, academic integrity, and holistic student growth.
A Certified Diversity Executive, Dr. Rice has pioneered equity and inclusion strategies at institutions including Washington University in St. Louis and Truman State University, while also bringing nearly two decades of leadership experience in criminal justice. He co-founded No More Hiding Ministry and the Perficient Education and Leadership Institute, LLC (PELI), dedicated to leadership development, DEI training, and community transformation.
His leadership philosophy emphasizes servant and transformational leadership, grounded in collaboration, trust, and inclusivity. Dr. Rice believes effective leadership inspires excellence, values diverse perspectives, and empowers stakeholders at all levels. By fostering shared decision-making and cultivating inclusive academic environments, he works to build cultures of excellence, innovation, and societal impact.

With over 30 years of experience in philanthropy, community development, and higher education advancement, Dr. Hughes has a proven track record in increasing philanthropic giving and developing strategic initiatives. Prior to MVSU, he served as Vice President for University Advancement at Truman State University, achieving a 60% increase in donations and overseeing a $79 million foundation. His leadership roles also include significant achievements at the Morehouse School of Medicine and Southern University System, where he transformed fundraising efforts. Dr. Hughes holds a Ph.D. in Human Resource Development from Louisiana State University, an MBA in Marketing, and a BBA in Finance from Mississippi State University. He has participated in prestigious leadership programs, including those at Harvard and the U.S. Army War College. Renowned for his strategic vision, he promotes innovative philanthropic engagement at MVSU, advocating for donations as investments in the institution's future.
